• Mandatory point-of-sale notices about the under-18 sales ban.

In practical terms, nicotine pouches don't need the EU exemption at all — they were never covered by the EU's oral tobacco ban in the first place, since that ban only applies to products containing tobacco.

What this means practically

• Nicotine pouches are legally sold at retail throughout Sweden to adults 18+.
