Are Nicotine Pouches Legal in Cyprus? (Yes, Now Regulated Like Tobacco)
Yes, nicotine pouches are legal in Cyprus, and since 2026 they are regulated like tobacco products. On March 26, 2026, the House of Representatives unanimously passed a law that brings nicotine pouches into Cyprus’s existing smoking control framework. The same restrictions that apply to tobacco now apply to pouches, including a ban on sales to minors. Breaking the rules can mean a fine of up to €2,000, up to six months in prison, or both.

What does Cyprus’s 2026 law say about nicotine pouches?
The law was proposed by DIKO MP Chrysis Pantelides to close a legal gap. Before it, pouches were sold in Cyprus without effective regulation or oversight, and their quality and origin were uncertain. According to Cypriot media, the law:
- treats nicotine pouches as tobacco products under the existing smoking control law, so the same obligations and restrictions apply;
- bans selling them to minors;
- sets penalties of up to €2,000 and/or up to six months in prison;
- gives the authorities a clear basis for market inspections;
- is also meant to fight smuggling and the lost tax revenue that comes with it.
Further regulations are expected to set product specifications, including nicotine limits. As of October 2026 we could not confirm the exact figures, so check the official gazette of the Republic of Cyprus for updates.
How old do you have to be to buy nicotine pouches in Cyprus?
18. Because pouches now fall under the tobacco rules, the ban on selling tobacco products to minors applies to them.
Can you buy nicotine pouches in Cyprus?
Yes, but only from sellers that follow the tobacco rules, and only to adults. Expect to be asked for ID.
Can travelers bring nicotine pouches to Cyprus?
Yes. Bringing a reasonable amount for personal use is fine. Traditional snus is different: like everywhere in the EU except Sweden, it can’t be sold in Cyprus. See our travel guide.
How Cyprus compares
Cyprus followed Greece, which in 2025 set a 16 mg cap, child-resistant packaging and a ban on cross-border online sales. Cyprus’s law is broader in approach (treating pouches as tobacco) but, for now, less detailed on product limits.
Bottom line
Nicotine pouches are legal in Cyprus for adults 18+. Since March 2026 they are regulated as tobacco products, sales to minors are banned, and violations can mean a fine of up to €2,000 or prison. Product rules such as nicotine limits are expected to follow. See our legal status overview for other countries.
