Are Nicotine Pouches Legal in Turkey? (No: Import Banned Since 2020)
Effectively no. You can’t legally buy nicotine pouches in Turkey. Since February 2020, Presidential Decision No. 2149 has banned importing every tobacco product except cigarettes, rolling tobacco, pipe tobacco, waterpipe tobacco, cigars and cigarillos. That covers snus and other oral tobacco. The decision also bans importing “all kinds of products” that imitate tobacco products, “whether or not they contain nicotine”, which is the clause that reaches tobacco-free pouches. We found no legal source of pouches in Turkey. The decision doesn’t name pouches, but the Global State of Tobacco Harm Reduction tracker lists Turkey as a ban.
This is general information, not legal advice. Check official sources before you buy or travel.
What does Decision No. 2149 say?
The decision was signed on February 24, 2020 and published in the Official Gazette (No. 31050) on February 25, 2020, under Article 55 of Customs Law No. 4458. Article 1 says, in our translation:
“The import of tobacco products other than cigarettes, cut tobacco for rolling, pipe tobacco, waterpipe tobacco, cigars and cigarillos, of those consumed by heating or burning, and of all kinds of products used in a manner imitating tobacco products, whether or not they contain nicotine, including electronic cigarettes and electronic hookahs, together with the electronic devices, components, spare parts and solutions used to consume them, is prohibited.”
The decision took effect on publication. It lets the Ministry of Trade set rules for what passengers may bring in.
Does the ban cover tobacco-free pouches?
Snus and tobacco pouches are clearly covered. They are tobacco products, and they aren’t on the list of allowed types.
Tobacco-free pouches are covered in practice, but the decision doesn’t name them. Our reading is that they count as products “imitating tobacco products, whether or not they contain nicotine”. The Global State of Tobacco Harm Reduction tracker lists nicotine pouches as banned in Turkey, citing a July 2025 market report by Tobacco Intelligence. That report also found pouches still being offered by online sellers. We found no ministry ruling or court decision that addresses pouches by name.
What are the penalties?
Goods imported in breach of an import ban can be seized and destroyed. Bringing them into the country or trading them commercially can also be prosecuted under Turkey’s anti-smuggling law, Law No. 5607, which carries prison sentences. The exact charge depends on the facts of the case.
Can you buy nicotine pouches online in Turkey?
Not legally. Some websites sell pouches to Turkish customers, but the products can only reach Turkey by being imported, and importing them is banned. Parcels can be stopped at customs, and the seller bears the main legal risk.
Can travelers bring nicotine pouches to Turkey?
It’s risky. The Ministry of Trade’s Circular 2020/7 sets out what adult passengers 18 and over may bring in despite the import ban. The list covers one e-cigarette device the passenger already uses, up to 200 heated tobacco sticks, up to 30 ml of e-liquid and a small number of disposable e-cigarettes. Nicotine pouches and snus aren’t on the list. Customs may confiscate them, and items over the allowance are held until departure or destroyed. If you must bring them, keep the amount small and clearly for personal use. See our travel guide.
Is Turkey planning new rules?
Yes. In April 2026, Turkish media reported a draft tobacco bill that would widen the legal definition of tobacco products to include e-cigarettes, heated tobacco and “all nicotine-containing systems”. It would also phase out tobacco sales entirely from 2040. As of our research, it was still a draft and hadn’t been passed.
How Turkey compares
Turkey’s approach works through import bans, unlike the explicit sales bans in Russia or France. Neighbors in the EU take a different line: Greece and Bulgaria both allow pouches for adults with nicotine caps. Georgia also allows them for adults 18 and over.
Bottom line
Nicotine pouches are effectively banned in Turkey. Presidential Decision No. 2149 of 2020 bans importing oral tobacco and any product that imitates tobacco, with or without nicotine, and we found no legal way to buy them. Passenger allowances don’t cover pouches, so customs may confiscate them. See our legal status overview for other countries.
