Are Nicotine Pouches Legal in Georgia (the Country)? (Yes, 18+, No Online Sales)

By PouchGuide Editorial Team · Published October 12, 2026

Yes, nicotine pouches are legal in Georgia for adults 18 and over. This guide is about the country of Georgia, not the US state. Georgia’s Law on Tobacco Control counts “a nicotine-containing product without tobacco, intended for human consumption of nicotine” as a tobacco product. Pouches therefore follow the same sales rules as cigarettes: 18+ only, no online or mail-order sales, no display in shops and no advertising or promotion.

How does Georgian law classify nicotine pouches?

Article 3 of the Law on Tobacco Control defines a “tobacco product” broadly. Besides cigarettes, cigars, snus, chewing tobacco, e-cigarettes and heated tobacco, the list includes subparagraph a.g1: “a nicotine-containing product without tobacco, intended for human consumption of nicotine.” Tobacco-free nicotine pouches fit that definition. Pouches that contain tobacco would count as snus (“non-smoking tobacco”), which Georgia also allows.

What rules apply to nicotine pouches in Georgia?

Article 5 of the law bans selling or displaying tobacco products:

Gifts, free samples, loyalty schemes, coupons and other promotion are banned as well. Shops must display a health warning and a notice that sales to under-18s are prohibited.

Pouch packs must carry health warnings, but tobacco-free nicotine products are exempt from Georgia’s plain-packaging rules for cigarettes. We found no nicotine cap and no flavor ban specific to pouches.

Can you use nicotine pouches in public in Georgia?

Generally, yes. Georgia’s smoking bans cover “smoking,” which the law defines as inhaling smoke or aerosol from burning or heated tobacco. Pouches don’t produce smoke or aerosol, so the indoor smoking ban doesn’t cover them. Individual venues can still set their own rules.

Can you buy nicotine pouches online in Georgia?

No. Georgian law bans retail sales of tobacco products over the internet or by mail, and pouches count as tobacco products. You need to buy them in person in a shop.

Can travelers bring nicotine pouches into Georgia?

Yes. A reasonable amount for personal use is fine, and you can also buy pouches locally if you’re 18 or over. See our travel guide.

How Georgia compares

Georgia regulates pouches more tightly than Ukraine, which leaves them largely unregulated. It is much more permissive than Russia and Moldova, which ban sales. Its online-sales ban is similar to the rules in Slovenia and Hungary.

Bottom line

Nicotine pouches are legal in Georgia for adults 18 and over. They’re regulated as tobacco products, so you need to buy them in person. They’re kept out of sight in shops and can’t be advertised. See our legal status overview for other countries.
