Are Nicotine Pouches Legal in Denmark? (Yes, Max 9mg, Mint or Tobacco Only)

By PouchGuide Editorial Team · Published October 12, 2026

Yes, nicotine pouches are legal in Denmark, but under some of Europe’s toughest product rules. Since July 1, 2025, pouches sold in Denmark can contain at most 9 mg of nicotine per pouch. They can only be menthol or tobacco flavored, and they must come in plain brownish-green cans. After a transition period for old stock, the rules have been fully enforced since April 1, 2026.

What are Denmark’s nicotine pouch rules?

The rules come from Denmark’s youth nicotine prevention plan (bill L 53, adopted in December 2024):

Why did Denmark set a 9 mg cap?

The government’s stated aim is to protect children and young people, after pouch use rose sharply among Danish youth. Harm-reduction advocates such as Clive Bates argue the cap and flavor ban will push some adult users back to cigarettes or the black market. Industry estimates said the rules would remove a large share of products on the market.

Can I bring stronger pouches into Denmark?

The rules apply to products sold in Denmark. Travelers can carry their own personal supply. But Danish shops and webshops can’t sell pouches over 9 mg or in banned flavors, so you can’t restock them locally. See our travel guide and our strength guide.

How Denmark compares

Denmark chose regulation over a ban. That contrasts with neighbors to the south: the Netherlands and Belgium ban sales. It’s much stricter than Sweden, which has no strength cap. Norway allows snus but not pouches.

Bottom line

Nicotine pouches are legal in Denmark for adults 18 and over. Since 2025–2026, they’re limited to 9 mg, menthol or tobacco flavor, and plain packaging. See our legal status tracker for other countries.
