Are Nicotine Pouches Legal in Hungary? (Yes, Only in Tobacco Shops, Max 17 mg)

By PouchGuide Editorial Team · Published October 12, 2026

Yes, nicotine pouches are legal in Hungary, but only through the state tobacco shop system. Hungary treats them as “nicotine-containing products replacing smoking”, taxes them as excise goods, and allows them to be sold only in Nemzeti Dohánybolt (national tobacco shops), which may not sell to minors. Since June 25, 2024, Government Decree 120/2024 caps pouches at 17 mg of nicotine each and 20 pouches per can. The tax authority NAV says ordering pouches online is illegal, even from other EU countries.

What are the rules for nicotine pouches in Hungary?

The product rules are in § 19/F and § 19/G of Government Decree 39/2013 on tobacco products, added by Decree 120/2024 (VI. 10.):

Before the decree, cans could hold any number of pouches with no nicotine limit.

Where can you buy nicotine pouches in Hungary?

Only in a Nemzeti Dohánybolt, the licensed national tobacco shops. Under Hungary’s tobacco retail law, these shops are the only legal retail channel for tobacco products and nicotine products that replace smoking, and selling them to minors is banned. Supermarkets, petrol stations and kiosks can’t sell pouches.

Can you order nicotine pouches online in Hungary?

No. According to NAV, nicotine products that replace smoking count as excise goods in Hungary, and private individuals may buy them only in national tobacco shops. Ordering online is illegal, even from another EU country where the seller has paid tax. NAV has seized parcels of pouches ordered from Sweden and the Czech Republic. Consequences include confiscation and an excise fine that depends on the amount, from tens of thousands of forints up to more than 100,000 forints.

Can travelers bring nicotine pouches to Hungary?

Yes, but only for your own use, in a non-commercial quantity you carry yourself. Don’t have pouches mailed to a Hungarian address. See our travel guide.

How Hungary compares

Hungary’s tobacco-shop-only model is similar to Austria’s Trafik system. Its 17 mg cap is looser than the Czech Republic’s 12 mg, and much looser than Latvia’s 4 mg/g. Like Poland, Hungary doesn’t let consumers order pouches online.

Bottom line

Nicotine pouches are legal in Hungary for adults, but only from Nemzeti Dohánybolt shops, never online, and since June 2024 capped at 17 mg per pouch and 20 per can. See our legal status overview for other countries.
