Are Nicotine Pouches Legal in Switzerland? (Yes, 18+ Nationwide)
Yes, nicotine pouches are legal in Switzerland for adults 18 and over. Switzerland’s Tobacco Products Act took effect on October 1, 2024. It covers nicotine pouches as a “related product” and sets a nationwide minimum sales age of 18, replacing a mix of cantonal rules (16, 18, or none). It also bans some advertising, and tighter advertising rules are expected in early 2027.

What are Switzerland’s nicotine pouch rules?
Under the Tobacco Products Act and its ordinance:
- Age 18 everywhere: all products covered by the Act, including nicotine pouches, can’t be sold to anyone under 18. Before October 2024, some cantons allowed sales from 16, and two had no limit at all.
- Online and vending machines too: the federal health office (FOPH) says the under-18 ban also applies to online sales and vending machines, and clicking an age-confirmation box isn’t enough.
- Test purchases: cantons can use test purchases to check that shops follow the age rule.
- Product notification: products must be registered via the federal notification system (tabacinfo.ch), and warning labels apply.
- Advertising limits: advertising is banned on posters, in public transport, public buildings, cinemas and sports grounds. Free giveaways and prize competitions are banned, as is sponsorship of international events or events aimed at minors. The radio and TV advertising ban also covers nicotine pouches.
Cantons can set stricter rules on advertising and promotion.
What’s changing in 2027?
In 2022, Swiss voters approved a popular initiative to protect children and young people from tobacco advertising. To implement it, parliament finished revising the Tobacco Products Act in June 2025. The FOPH’s draft ordinance would ban advertising in the press (with a narrow exception for adult subscription titles), at points of sale, and online without age verification, and limit sponsorship of events minors can attend. The FOPH expects the new rules to take effect in early 2027.
Can I buy nicotine pouches in Switzerland?
Yes. Pouches are sold in kiosks, supermarkets and gas stations, and online with proper age checks. Bring ID if you look young.
Can travelers bring nicotine pouches to Switzerland?
Yes, for personal use. Switzerland isn’t in the EU customs union, so standard Swiss customs allowances for tobacco-type products apply when you arrive. See our travel guide.
How Switzerland compares
Switzerland is more relaxed than most of its neighbors. France bans pouches entirely, Italy caps them at 16.6 mg and bans online sales, and Germany treats them as a gray area. Unlike Italy, Denmark or Finland, Switzerland has no pouch-specific strength cap or flavor ban.
Bottom line
Nicotine pouches are legal in Switzerland for adults 18 and over, everywhere in the country since October 2024. Expect stricter advertising rules from 2027. See our legal status tracker for other countries.
