Are Nicotine Pouches Legal in Croatia? (Yes, 18+ Since July 2025)

By PouchGuide Editorial Team · Published October 12, 2026

Yes, nicotine pouches are legal in Croatia for adults 18 and over. An amendment to Croatia’s Act on Restricting the Use of Tobacco and Related Products, published in Narodne novine 98/2025 and in force since July 5, 2025, added “nicotine products” to the ban on sales to minors. Selling pouches to anyone under 18 can now cost a company €9,290–19,900 and lead to a 30-day to six-month ban on selling the products.

What did Croatia’s 2025 law change for nicotine pouches?

Before 2025, Croatia’s tobacco law didn’t clearly cover tobacco-free pouches, which left a gap for young buyers. The amendment, passed by the Sabor on June 27, 2025, rewrote Article 23(1):

“The sale of tobacco, nicotine and related products … to persons under 18 is prohibited.”

That puts nicotine pouches alongside cigarettes, e-cigarettes, heated tobacco and smokeless tobacco. The amendment also:

Is there a nicotine limit or flavor ban in Croatia?

No. Croatia has no pouch-specific nicotine cap, flavor ban or packaging rules. The general EU product safety rules still apply. Croatia could tighten its rules once the EU revises its tobacco directives.

Where can you buy nicotine pouches in Croatia?

In ordinary shops and kiosks, as long as you’re 18 or older; sellers must display the age limit. Croatia’s tobacco law doesn’t have a pouch-specific online sales ban, but any seller must respect the age limit.

Can travelers bring nicotine pouches to Croatia?

Yes. Bringing a reasonable amount for personal use is fine. Traditional snus is different: like everywhere in the EU except Sweden, it can’t be sold in Croatia. See our travel guide.

How Croatia compares

Croatia is one of the more open markets in the region. Neighboring Hungary sells pouches only in national tobacco shops and caps them at 17 mg, and Serbia has a 17 mg cap and bans online sales. Austria caps them at 16.6 mg/g.

Bottom line

Nicotine pouches are legal in Croatia for adults 18+. Since July 2025 the tobacco law explicitly bans sales to minors, with high fines and temporary sales bans for shops that break it, but there is no nicotine cap or flavor ban. See our legal status overview for other countries.
