What are the rules for nicotine pouches in Serbia?
Serbia’s Law on Tobacco defines nicotine pouches as single-use, tobacco-free products that contain nicotine or nicotine compounds, come in pouches, and are meant only for oral use. Under the 2023 amendments:
- Nicotine cap: at most 17 mg per pouch (from January 1, 2025).
- Pack size: at most 20 pouches per can (from January 1, 2025).
- Health warnings: cans and outer packs must carry a printed health warning in a set format, and list the ingredients, nicotine level and production and expiry dates.
- No sales to minors: selling related products to minors (under 18) is banned.
- No distance selling: sales through websites and other distance channels are prohibited.
- No pharmacies: pouches can’t be sold in pharmacies or medical device shops.
- Packaging: packs that come with sweets or toys or use cartoon-style imagery are banned.
- Licensed retail: shops need the combined retail license for tobacco and related products, valid for two years at RSD 25,000 per outlet.
- Producer registration: manufacturers and importers must be entered in the register for related products, which costs RSD 5 million paid over five years.
Can you buy nicotine pouches online in Serbia?
No. The ban on distance selling covers websites, so buy in person at a licensed kiosk or tobacco shop.
Can you buy strong nicotine pouches in Serbia?
Up to 17 mg per pouch. The strongest “extra strong” products sold elsewhere aren’t allowed.
Can travelers bring nicotine pouches to Serbia?
Yes, a reasonable amount for personal use is fine. Traditional snus made from tobacco is banned in Serbia. See our travel guide.
How Serbia compares
Serbia’s rules look a lot like Hungary’s: a 17 mg cap, 20 pouches per can and licensed retail. They are stricter than in Romania, which allows 20 mg pouches and online sales, but looser than the Czech Republic’s 12 mg cap.
Bottom line
Nicotine pouches are legal in Serbia for adults 18+, up to 17 mg per pouch and 20 per can, from licensed retailers only and never online. See our legal status overview for other countries.
