Are Nicotine Pouches Legal in Estonia? (Yes, 18+, but a 4 mg/g Cap Is Proposed)
Yes, nicotine pouches are legal in Estonia for adults 18 and over. Estonia’s Tobacco Act treats them as tobacco-related products: sales to under-18s are banned, advertising is banned, pouches can’t be displayed at the point of sale, distance selling is prohibited, and since January 1, 2025 they carry an excise tax of €0.22 per gram. A draft law from July 2026 would go much further, with a 4 mg/g nicotine cap and tobacco or menthol flavors only from 2028.
This is general information, not legal advice. Check official sources before you buy or travel.
What are the current rules for nicotine pouches in Estonia?
According to the Nordic Welfare Centre’s overview of Baltic regulation:
- Age 18: you must be 18 to buy or use nicotine pouches.
- Advertising and sponsorship: banned.
- Display ban: pouches must be kept out of sight in shops.
- No distance sales: pouches can’t be sold online or by mail order.
- Health warning: cans must carry a health warning, though plain packaging is not required.
- Tax: €0.22 per gram since January 1, 2025.
- No pouches at schools: using them on the premises of child and educational institutions is not allowed.
There is currently no nicotine cap and no flavor ban for pouches.
What would the 2026 draft law change?
In July 2026 the Estonian government finished an initial consultation on amendments to the Tobacco Act. As reported by Clearing the Air, the draft would:
- Cap nicotine at 4 mg per gram of pouch content, a limit copied from Latvia. That leaves roughly 2–4 mg per pouch.
- Allow only tobacco and menthol flavors, built from a fixed list of approved ingredients.
- Ban vitamins, caffeine, taurine and other stimulants.
- Make ordering or selling by domestic or cross-border distance sale an offence, with fines of up to 300 penalty units for individuals and €200,000 for companies.
If adopted, the flavor and nicotine rules would apply from January 1, 2028. Importers say almost every pouch sold in Estonia today would be pushed off the market. The bill still has to pass the Riigikogu, so check its status before relying on it.
Can you order nicotine pouches online in Estonia?
No. Distance selling of pouches is already prohibited, so buy them in person at a shop, kiosk or petrol station, where they are kept out of view and sold only to adults.
Can travelers bring nicotine pouches to Estonia?
Yes, adults can bring pouches for personal use. Traditional snus is a different matter: like everywhere in the EU except Sweden, it can’t be sold in Estonia. See our travel guide.
How Estonia compares
Estonia is currently one of the looser Baltic markets. Latvia already has the 4 mg/g cap and a minimum age of 20. Across the Gulf of Finland, Finland allows mint or menthol only, with a 16.6 mg/g cap. Sweden remains the most open market in the region.
Bottom line
Nicotine pouches are legal in Estonia for adults 18+, but they are hidden behind the counter, can’t be sold online, and are taxed by weight. A 2026 draft would add a 4 mg/g cap and a flavor ban from 2028. See our legal status overview for other countries.
