Are Nicotine Pouches Legal in Latvia? (Yes, but Age 20 and Max 4 mg/g)

By PouchGuide Editorial Team · Published October 12, 2026

Technically yes, but Latvia has some of the strictest nicotine pouch rules in the EU. Under amendments to Latvia’s tobacco law that took effect on January 1, 2025, you must be 20 or older to buy or use pouches, they may contain at most 4 mg of nicotine per gram, only tobacco flavor is allowed, and buying them online or by mail order is banned, even from other EU countries. Almost no mainstream product met the 4 mg/g cap, so only a handful of very weak pouches are sold legally.

This is general information, not legal advice. Check official sources before you buy or travel.

What are the rules for nicotine pouches in Latvia?

Latvia regulates pouches as tobacco substitute products. The Saeima passed the key amendments in January 2024, and most of them apply from January 1, 2025:

Why can’t you find normal nicotine pouches in Latvia?

Because of the 4 mg/g cap. A typical pouch weighs about 0.5–1 g, so the cap allows only about 2–4 mg per pouch, far below the 6–20 mg common elsewhere. Before the law took effect, the Latvian Traders Association warned that compliant products “are not manufactured anywhere in the world”. Some brands have since launched Latvia-only versions, such as ZYN Classic at 1.5 mg and 3.5 mg per pouch, in tobacco flavor.

Can you order nicotine pouches online in Latvia?

No. According to the Ministry of Health, buying pouches by distance means is prohibited, including from abroad. Customs confiscates parcels sent from outside the EU, and buying online from another EU country can cost an individual a fine of 20–42 fine units (€100–210).

Can travelers bring nicotine pouches to Latvia?

Yes, within limits. According to the Ministry of Health, individuals may bring in 300 grams of pouches for personal use, roughly 20–30 cans. Remember that the minimum age is 20, and using pouches under that age is an offence. See our travel guide.

How Latvia compares

Latvia’s 4 mg/g cap is the strictest in the EU among countries that still allow sales. It has become a template: Estonia has proposed the same limit from 2028. Denmark caps pouches at 9 mg each, Poland at 20 mg/g, and the Netherlands and Belgium ban sales outright.

Bottom line

Nicotine pouches are legal in Latvia on paper, but only for adults 20+, only in tobacco flavor, only up to 4 mg/g, and never online. In practice, most pouches you know from other countries can’t be sold there. See our legal status overview for other countries.
