Are Nicotine Pouches Legal in Hong Kong? (No, Unregistered Pouches Are Illegal)

By PouchGuide Editorial Team · Published October 12, 2026

No, nicotine pouches can’t be legally sold in Hong Kong. The Department of Health says that, “aside from cigarettes, any product containing nicotine is regulated under the Pharmacy and Poisons Ordinance.” Under that law, nicotine is a Part 1 poison, and nicotine products must be registered as pharmaceutical products before they can be sold. No recreational pouch is registered. Illegally selling or possessing unregistered pharmaceutical products is a criminal offence, with a maximum penalty of HK$100,000 and two years in prison per offence.

This is general information, not legal advice. Check official sources before you buy or travel.

Why are nicotine pouches illegal in Hong Kong?

Hong Kong has two separate nicotine regimes:

Nicotine gum and patches are registered medicines. ZYN, VELO and other recreational pouches aren’t, so they can’t be legally sold.

Are nicotine pouches sold in Hong Kong anyway?

Yes, illegally. In January 2026, a Sing Tao undercover investigation reported by The Standard found pouches and nasal snuff sold openly in shops in Tsim Sha Tsui and through online sellers taking bank-transfer payments. Some sellers pitched them as a way around smoking bans. The Department of Health responded that “the illegal sale or possession of unregistered pharmaceutical products constitutes a criminal offense.”

Can tourists bring nicotine pouches into Hong Kong?

This is risky. The offence covers possession of unregistered pharmaceutical products, not just selling. Enforcement has focused on sellers, but there’s no personal-use exemption in the law. The safest choice is to leave pouches at home or bring a registered nicotine replacement product. See our travel guide.

What about vapes and heated tobacco?

Hong Kong banned the import, sale and manufacture of e-cigarettes and heated tobacco in 2022, and possessing them in public has been illegal since April 30, 2026. Those rules come from a different law, but they show how strict Hong Kong is about alternatives to cigarettes.

How Hong Kong compares

Hong Kong is close to Singapore and Taiwan, where unapproved pouches are banned. It’s stricter than mainland China, which allows licensed pouches under its tobacco monopoly, and Malaysia, which allows pharmacists to supply them.

Bottom line

In Hong Kong, nicotine pouches count as unregistered pharmaceutical products. Selling or possessing them can bring a fine of up to HK$100,000 and two years in prison. See our legal status tracker for other countries.
