Are Nicotine Pouches Legal in Iceland? (Yes, 18+, Licensed Sellers)

By PouchGuide Editorial Team · Published October 12, 2026

Yes, nicotine pouches are legal in Iceland for adults 18 and over. Act No. 56/2022 brought “nicotine products” such as nicotine pouches under Iceland’s e-cigarette law (Act No. 87/2018) in July 2022. Pouches may be bought only by people 18 or older, sold only by retailers licensed by the state housing and construction agency (HMS), and may contain at most 20 mg of nicotine per gram. Advertising is banned. A stricter bill with flavor limits and plain packaging was put out for consultation in 2026 but had not passed at the time of writing.

What are the rules for nicotine pouches in Iceland?

Act 56/2022 defines a “nicotine product” as a product containing nicotine, from tobacco or not, that has no other tobacco-derived ingredients and isn’t inhaled. The law names nicotine pouches as an example. It applies the e-cigarette rules to them:

HMS can issue administrative fines of up to ISK 10 million for individuals and ISK 25 million for companies, plus daily fines of up to ISK 200,000.

Can you buy nicotine pouches online in Iceland?

Yes, from licensed sellers. Iceland doesn’t ban online sales. Under Regulation 992/2022, a retailer that sells online must list its website in its HMS license application. The 2026 draft bill would tighten online and home-delivery sales, so this may change.

Are flavored nicotine pouches allowed in Iceland?

Yes, for now. The 2022 law doesn’t ban flavors. In 2026, the Ministry of Health released a draft bill that would let the minister restrict flavors seen as appealing to children, set a new nicotine limit and require plain packaging for tobacco. It received 190 public comments by the July 3 deadline. Parliament still has to debate it.

Can travelers bring nicotine pouches to Iceland?

Yes. Bringing a reasonable amount for personal use is fine, but importing to resell requires notification and a license. Check Icelandic customs for allowances. Iceland is outside the EU, so its traditional snus rules differ from the EU’s. See our travel guide.

How Iceland compares

Iceland is one of the more open Nordic markets. Norway has approved no pouches and bans ordering from abroad. Finland allows only mint or menthol and no online orders. Denmark caps pouches at 9 mg. Sweden has no fixed nicotine cap.

Bottom line

Nicotine pouches are legal in Iceland for adults 18+. They’re sold by licensed retailers in shops or online, capped at 20 mg of nicotine per gram, and can’t be advertised. Watch for the 2026 bill on flavors and packaging. See our legal status overview for other countries.
