Are Nicotine Pouches Legal in Kyrgyzstan? (No, Banned Since 2021)
No, nicotine pouches are banned in Kyrgyzstan. Article 15 of Law No. 121 of September 15, 2021, Kyrgyzstan’s main tobacco and nicotine law, prohibits the production, import and circulation (including storage, wholesale and retail trade, and export) of non-smoking tobacco products and “nicotine-containing non-smoking products” in Kyrgyzstan. The only exception is the traditional product nasvay. This part of the law has applied since December 28, 2021.

What does Kyrgyz law say about nicotine pouches?
Law No. 121 defines “nicotine-containing non-smoking products” as:
“products containing nicotine or nicotine salts, vegetable raw materials and (or) food additives that are not tobacco products and are intended for sucking, chewing, sniffing, with the exception of medicines, as well as food products of natural origin containing nicotine in its natural form.”
Tobacco-free nicotine pouches are sucked, so they fit this definition. Pouches containing tobacco count as non-smoking tobacco products (“tobacco products intended for sucking, chewing, or sniffing”). Article 15(1) bans both:
“Production, import and circulation (including storage, wholesale and retail trade, and export) of non-smoking tobacco products and nicotine-containing non-smoking products are prohibited in the territory of the Kyrgyz Republic, with the exception of naswar.”
The law also lists “prohibiting the production, import and sale” of these products as part of the state’s tobacco control policy.
Is nasvay legal in Kyrgyzstan?
Yes. Nasvay (naswar), a traditional oral tobacco made with lime and other ingredients, is the one exception. It must meet composition rules set by the government and carry health warnings on its packaging.
Can you buy nicotine pouches online in Kyrgyzstan?
No. Pouches can’t be sold in Kyrgyzstan in any form, and ordering them from abroad would mean importing a banned product.
Can travelers bring nicotine pouches into Kyrgyzstan?
It’s risky. The ban covers import and storage, and the law doesn’t spell out an exception for a personal supply. Customs can confiscate pouches, so it’s safest not to bring them. See our travel guide.
How Kyrgyzstan compares
Kyrgyzstan banned pouches outright back in 2021. Neighboring Uzbekistan followed in 2026 with a ban that also fines buyers and users, and also exempts nasvay. Russia bans sales of pouches, while Georgia allows them for adults with sales restrictions.
Bottom line
Nicotine pouches have been banned in Kyrgyzstan since December 28, 2021. They can’t be made, imported, stored or sold there. See our list of countries where nicotine pouches are banned and our legal status overview.
