Countries Where Nicotine Pouches Are Banned or Heavily Restricted

Our legal status tracker covers the US, Sweden, the UK, and Germany in depth. This post looks further afield, at countries where nicotine pouches face something stronger than an ordinary age restriction — an outright ban, or rules significant enough to change whether the product is realistically available at all.

Australia has moved further than most countries. As of 24 July 2026, the Therapeutic Goods Administration (TGA) closed off essentially every ordinary consumer path to nicotine pouches: general retailers (including online sellers) can’t sell them, pharmacies can’t supply them without the product being on the official therapeutic goods register, and travelers can’t bring them in for personal use outside narrow exemptions. In practice, this functions as a near-total ban rather than a simple age restriction — see the TGA’s nicotine pouches page and the Australian Border Force’s import rules for the current detail.

France: a full prohibition, not just a sales restriction

France went further than a retail ban. Under a 2025 decree, France prohibits the production, import, export, transport, possession, offering, and use of oral nicotine products including pouches — not just their sale — with narrow carve-outs for registered medicinal products. This is a broader legal instrument than most countries’ pouch rules, which typically restrict sale and marketing rather than possession and use. See the French Ministry for Europe and Foreign Affairs’ explainer.

Netherlands: a targeted sales ban

The Netherlands prohibits the sale of tobacco-free nicotine pouches under its Tobacco and Smoking Products Act, alongside a ban on their advertising and promotion. Unlike France’s broader prohibition, this is specifically a sales and marketing ban rather than a possession or use ban. The underlying legal text is searchable on the Dutch government’s wetten.overheid.nl legislation portal.

Belgium: an early mover on a full ban

Belgium banned nicotine pouches as part of a broader “smoke-free generation” tobacco-control push, making it one of the earliest EU countries to prohibit the category outright rather than just regulate it.

United Arab Emirates: permitted, but under a formal technical standard

The UAE takes a different approach: nicotine pouches are legal to import and sell, but only if they comply with a specific national technical standard (UAE.S 5061:2025) and are registered with the country’s standards authority. This is a compliance-gate model — legal, but with a formal registration hurdle most markets don’t have — rather than a ban.

Country-by-country guides

Our newer guides cover these countries in detail:

What we’re not confident enough to state as fact

Multiple industry and comparison-site trackers describe additional countries — including Finland, Lithuania, Hungary, Brazil, Thailand, and India — as having banned nicotine pouches. Some of these are plausible given those countries’ broader tobacco and novel-nicotine-product policies, but we were not able to independently confirm primary legal text for each one at the time of writing. Rather than repeat secondhand claims as settled fact, we’re leaving them out of this list until we can verify them directly. If a country isn’t listed here or on our legal tracker, treat that as a reason to check current local law before ordering or traveling — not as confirmation that pouches are legal there.

Why this list will keep changing

Nicotine pouch regulation is one of the fastest-moving areas of tobacco/nicotine policy anywhere, precisely because the product doesn’t fit cleanly into existing tobacco or vaping law in most legal systems. Countries are actively deciding, case by case, whether to regulate pouches like tobacco, like a nicotine replacement therapy, like a general consumer product, or to ban them while they figure it out. If you’re traveling with pouches, see our guide to traveling with nicotine pouches — and check the current law at your specific destination directly, since this page and any other overview can lag behind fast-moving legislation.
