Are Nicotine Pouches Legal in Lithuania? (No, Sales Are Treated as Illegal)

By PouchGuide Editorial Team · Published October 12, 2026

Effectively no: selling nicotine pouches in Lithuania is treated as illegal. Lithuania’s tobacco control law doesn’t mention nicotine pouches, and no law has legalized them. The Drug, Tobacco and Alcohol Control Department (NTAKD) says pouches are banned because they imitate snus, which can’t be sold in Lithuania. In February 2026, the Supreme Administrative Court upheld a fine against a Lithuanian pouch maker on that basis. A draft law to legalize and regulate pouches has been discussed since 2023 but has not been adopted.

Why are nicotine pouches illegal in Lithuania?

Lithuania’s Law on the Control of Tobacco, Tobacco Products and Related Products bans the sale of oral tobacco (snus), like the rest of the EU outside Sweden. Tobacco-free pouches aren’t covered directly. The NTAKD uses a different provision instead: Article 18(1)(8), which bans products whose design imitates tobacco products. Because pouches look like snus and are used the same way (under the lip, from a round can), the department treats them as banned imitations.

What did the court decide in 2026?

In 2023, the NTAKD fined the Lithuanian company UAB Kordula €1,158 for making “GRANT” nicotine pouches whose design imitated snus. The company argued that the tobacco law doesn’t apply to nicotine pouches at all. On February 11, 2026, the Supreme Administrative Court of Lithuania (case eA-457-415/2026) rejected the appeal. It agreed that a can of white, powder-filled pouches with instructions to place them under the lip imitates snus. The ruling is final.

The NTAKD also noted that pouches with a nicotine concentration above 1.666% count as acutely toxic substances, which require a separate permit to produce.

Can you buy nicotine pouches online in Lithuania?

No. Online sales of tobacco and related products are banned in Lithuania, and the NTAKD has said that pouch sales to Lithuanian buyers are illegal. It asks foreign websites to block Lithuanian customers and can go to court if they don’t. In 2024 Lithuania’s tobacco manufacturers’ association said that “100 percent of the trade is happening illegally”.

Is Lithuania going to legalize nicotine pouches?

Possibly, but not yet. Since 2023 the Ministry of Economy and Innovation has prepared rules that would treat pouches like tobacco: licensed sales, 18+ age limit, no distance sales or advertising, a nicotine limit, labeling and excise tax. As of October 2026 no such law had been adopted, so check the Seimas website for updates.

Can travelers bring nicotine pouches to Lithuania?

Personal possession isn’t the target of enforcement, which focuses on sellers and producers. Bring only a small amount for yourself, and don’t try to buy pouches in Lithuania or have them shipped there. See our travel guide.

How Lithuania compares

Lithuania is the strictest of the Baltic states. Latvia allows very weak pouches (4 mg/g) for adults 20+, and Estonia allows them for adults 18+. In the EU, Lithuania is closer to the Netherlands, Belgium and France, which ban sales.

Bottom line

Nicotine pouches are effectively illegal to sell in Lithuania: the authorities treat them as banned snus imitations, the Supreme Administrative Court backed that view in February 2026, and online sales are banned. A law to legalize them is still only a draft. See our legal status overview for other countries.
