Are Nicotine Pouches Legal in Ireland? (Yes, an Under-18 Ban Is on the Way)

By PouchGuide Editorial Team · Published October 12, 2026

Yes, nicotine pouches are legal in Ireland, and for now they’re barely regulated. Ireland’s 2023 law on vapes doesn’t cover pouches, so no national law yet sets a minimum age for buying them. That’s changing. The Public Health (Tobacco Products and Nicotine Inhaling Products) (Amendment) Bill 2026 would ban sales to under-18s and restrict advertising and display. It passed the Dáil in June 2026, but as of October 2026 it hadn’t taken effect.

Why aren’t nicotine pouches regulated in Ireland yet?

Ireland’s existing law covers tobacco and nicotine inhaling products, meaning vapes. Tobacco-free pouches are neither, so they slipped through. The government’s own notice to the European Commission says these products have entered the Irish market and are disproportionately used by young people. A government TD cited figures showing 4% of 15- and 16-year-olds already use pouches.

What would the 2026 bill change?

The Cabinet approved the bill in March 2026 (Bill No. 36 of 2026). It calls pouches “nicotine consumption products” and would:

The bill passed its final Dáil stage in June 2026 and went to the Seanad, which held its Second Stage the same month. Seanad Committee Stage was scheduled for October 14, 2026. Ireland also had to complete the EU’s notification process before the rules could take effect, and a minister warned that parts of the bill could be delayed by up to a year. Check the Oireachtas website for the current stage.

Can you buy nicotine pouches in Ireland?

Yes. Pouches are sold in shops, petrol stations and online, and many retailers already refuse to sell to under-18s. Expect a legal 18+ rule and less visible displays once the bill is in force.

Can I bring nicotine pouches to Ireland?

Yes. There’s no ban on carrying pouches for personal use. Traditional snus is a different matter: as in the rest of the EU (except Sweden), it can’t be sold in Ireland. See our travel guide.

How Ireland compares

Ireland is following the UK, which is also introducing an 18+ rule for pouches. Several EU countries go much further: Poland and Italy ban online sales, and Belgium and the Netherlands ban sales completely.

Bottom line

Nicotine pouches are legal in Ireland, with no national age limit yet. A 2026 bill would make them 18+ and restrict advertising and display, and it’s expected to take effect once it clears the Seanad and the EU process. See our legal status tracker for other countries.
