Are Nicotine Pouches Legal in Slovakia? (Yes, 18+, Max 20 mg)

By PouchGuide Editorial Team · Published October 12, 2026

Yes, nicotine pouches are legal in Slovakia for adults 18 and over. Act No. 367/2022, in force since January 1, 2023, added rules for “tobacco-free nicotine pouches” to Slovakia’s tobacco products law. Pouches may not be sold to, or used by, anyone under 18, may contain at most 20 mg of nicotine each, must come in child-resistant cans with a 30% health warning, and can’t be sold from vending machines. Since February 2025, they also carry an excise tax.

What are the rules for nicotine pouches in Slovakia?

Act 367/2022 amended Act 89/2016 on tobacco products and Act 377/2004 on protecting non-smokers. For nicotine pouches it means:

Products made under the old rules could be sold until December 31, 2023.

Are nicotine pouches taxed in Slovakia?

Yes. Since February 1, 2025, nicotine pouches have been subject to Slovak excise duty, calculated by weight. Further increases have been scheduled, so expect prices to keep rising. Check the Financial Administration for current rates.

Can you buy nicotine pouches online in Slovakia?

Yes, with age verification. Slovakia doesn’t ban online sales of pouches, but distance sellers must verify the buyer’s age.

Can travelers bring nicotine pouches to Slovakia?

Yes. Bringing a reasonable amount for personal use is fine; larger amounts from outside the EU may be subject to customs and excise limits. Traditional snus is different: like everywhere in the EU except Sweden, it can’t be sold in Slovakia. See our travel guide.

How Slovakia compares

Slovakia’s 20 mg cap is looser than the Czech Republic’s 12 mg, even though both countries regulated pouches around the same time. It matches Romania and Bulgaria. Neighboring Hungary (17 mg, tobacco shops only) and Poland (no online sales) are stricter.

Bottom line

Nicotine pouches are legal in Slovakia for adults 18+, up to 20 mg per pouch, in child-resistant cans with a 30% warning, and can be bought in shops or online with age checks. See our legal status overview for other countries.
